Sofia Expects Barroso, Rehn May 17
Concerning Romania's candidature as a separate issue.
The Romanian leaders must upgrade their standards of etiquette and reform pre-action protocols for civil cases where there are proven breaches of their constitution, and Human rights treaties. Commissioners Barroso and Rehn (also Frattini) all KNOW this, since they have seen representation on the want of judicial reforms under the new Romanian leaders and the judiciary. They too are guilty of ignoring representations from the Hungarian Community minorities, and a particular serious abuse of biblical proportions all being swept under the carpet in the rush for accession.

Mill warned as the second danger to liberty, which democracies are prone to, namely, the tyranny of the majority. Add to this the indifference of office in bureaucracies and you have a recipe for replacing older dictatorships with new ones without any radical reform being carried out. A change in the size of committees replacing single cortical thinking for group cortical thinking where, like dinosaurs, the governing bureaucrats are insensitive to the body parts that are injured, receiving signals of pain, with inured tolerance justifying inaction and omissions simply because the instance is not yet sufficiently widespread. T. Rattigan said “You may not side with the powerful against the weak”, “What you do to one of us, you do to all of us.” This is why Mrs. Merkel comments below strike at the heart of what democracies are supposed to be about. Democracies that are 'managed' or committee driven by bureaucrats, are examples of what Mill warned about, and new abuses, merely laundered previous ones, get washed up with the deplorable cant, sophistry, fallacious and chop-logic, of ombudsman styled bodies whose agenda is the continuation of the former established structures, where power remains centered merely on slightly larger committees, who rarely if ever observe their codes of conduct, let alone read them.
For the commissioners, to be complicit in this non transparent conduct along with the Romanian Leaders belies a grossly suspect agenda of sinister proportions and consequences to the integrity of governing committees affecting every citizen of the present and enlarged EU. It is not so much if Romania or Bulgaria are ready for accession, it is more a case of “Is the EU ready for enlargement?” Since its institutions, guardians of treaties, and committees are all in want of basic human protocols of exchange communication and self regulation according with notions of integrity, transparency, truth and correspondence between the codifications and spirits embodied by customs codified in the laws, with their 'de facto' correspondence in reality. Nice words without realisations and actualisations are totally obnubilated and otiose.

We all want a wider friendly community, but until leaders address reforms with the simplest form of etiquette, code of conduct and civility, where for example ONE serious reply, and undertaking to examine a case of theft of inheritance, abuse of power, and numerous breaches of 'duty of care' encoded in the constitutions, and ratified in treaties then the leaders of Romania, along with the Commissioners are guilty of misprision, maladministration, malfeasance, misfeasance and nonfeasance in upholding precisely what Mill refers to above in the tyranny of majorities.
Speaking before German parliament, Mrs Merkel on Thursday (11 May) said "We must put citizens first" and "I believe it is about, no more and no less, finding a new reason to add to the historical foundation of the European Union". Demonstrating by correction of one single instance of heart rending injustice is at the heart of the cure in adherence to the law. Whereas overlooking that duty is like allowing it to continue:

This means delaying personal thoughts of aggrandisement, while like local doctors, they get out there and deal with individual complaints as dolphins protect the underdog from attacks of predators rather than seeing communities as 'shoals of fishes' where shark attacks have not really damaged the entire stock so there is nothing to worry about.
A forty year old case of abuse has been presented repeatedly to the courts in Timisoara, and the government of Romania, bribery, corruption and elementary indifference to the plight of others, combined with a standard of pre-action protocol wanting in essential primitive pre-requisites all stand as testimony that there are no provisions for enactments of Justice for its own example and sake as a principle worthy of adherence.
